About VoteUpp
VoteUpp (package name: com.goobil.voteupp)
is a civic engagement mobile application developed and published by
Goobil. VoteUpp is designed for adults aged 18 and
older to engage in civic and political activities in Antigua &
Barbuda. The app is not intended for use by children.
1. Zero-Tolerance Policy on CSAE
VoteUpp and its developer, Goobil, maintain a zero-tolerance policy toward child sexual abuse and exploitation (CSAE) on our platform. We are committed to ensuring that our app is never used to facilitate or promote the sexual exploitation or abuse of children in any form.
The following is strictly prohibited on VoteUpp:
- Child Sexual Abuse Material (CSAM): Any content that depicts, promotes, or glorifies the sexual abuse or exploitation of children, including images, videos, text, illustrations, or AI-generated content
- Grooming: Any behavior intended to establish a relationship with a minor for the purpose of sexual abuse or exploitation
- Solicitation: Requesting, sharing, or distributing sexual content involving minors
- Sextortion: Coercing or blackmailing minors using sexual content
- Child Trafficking: Any content or conduct that facilitates the trafficking of children
- Sexualization of Minors: Any content that inappropriately sexualizes children, even if no explicit imagery is involved
- Other Exploitation: Any other content, conduct, or activity that exploits, endangers, or harms children
2. Enforcement
Users found to be in violation of these standards will face immediate and permanent account termination. VoteUpp will:
- Immediately remove any offending content
- Permanently ban the offending user's account

Preserve all relevant evidence and report the violation to law
enforcement, including:
- The National Center for Missing & Exploited Children (NCMEC) via the CyberTipline
- Local law enforcement authorities in Antigua & Barbuda
- Any other relevant authorities as required by law
- Cooperate fully with law enforcement investigations
3. In-App Reporting Mechanism
VoteUpp provides an in-app reporting mechanism that allows users to flag content that violates these Child Safety Standards:
- Report Button: Available on all user-generated content (forum posts, comments, messages, and media). Users can select “Child Safety” as the report reason.
- Content Review: All child safety reports are prioritized and reviewed within 24 hours.
- Action Taken: Confirmed violations result in immediate content removal, account termination, and referral to law enforcement.
4. User Feedback
VoteUpp maintains mechanisms for users to provide feedback regarding child safety concerns:
- In-app reporting (as described above)
- In-app feedback form accessible via Settings → Help & Feedback
- Direct email to our child safety team (see contact information below)
5. CSAM Detection and Response
VoteUpp employs the following measures to detect and address child sexual abuse material (CSAM):
- Content Moderation: All user-generated content is subject to review and moderation by our team
- User Reporting: Community reporting tools enable all users to flag suspicious content
- Automated Monitoring: We use automated tools to monitor for potentially harmful content
- NCMEC Reporting: Any identified CSAM is reported to NCMEC via the CyberTipline in compliance with applicable law
- Evidence Preservation: Content flagged as CSAM is preserved for law enforcement purposes before removal from the platform
6. Legal Compliance
VoteUpp and Goobil comply with all applicable child safety laws and regulations, including but not limited to:
- United States: Children's Online Privacy Protection Act (COPPA), PROTECT Act, REPORT Act
- Antigua & Barbuda: The Sexual Offences Act, the Child Care and Adoption Act, and all relevant local child protection legislation
- International: UN Convention on the Rights of the Child (CRC), and applicable international child protection standards
- Google Play: Google Play Developer Program Policies, including the Child Safety Standards policy
7. Age Requirement
VoteUpp requires all users to be at least 18 years of age. This is enforced through our Terms of Service and account registration process. Users who are found to be under 18 will have their accounts terminated and their data deleted.
